지방공기업평가원 출신 간부들이 재판에 넘겨졌다. 이들은 행정안전부 산하 직원들이다. 이들은 정부기관이 발주한 연구용역을 수주했다. 그리고 허위로 연구원을 등재했다. 이 같은 방식으로 수년간 수십억원을 빼돌린 혐의를 받는다.
