울산 주민들은 "핵저장시설이 울산에 더 가까우니 시민들의 의견을 들어달라"고 산업부에 요청했다. 주민투표운동본부는 '관 주도 주민투표'를 기다리고 있었다. 하지만 산업부의 답변은 사실상 '거부'로 귀결됐다. 이에 주민투표운동본부는 민간주도 주민투표를 추진하기로 했다.

Residents of Ulsan asked the Ministry of Industry, "Please listen to the opinions of citizens because the nuclear storage facility is closer to Ulsan." The referendum movement awaited the 'Goverment-led referendum'. However, the Ministry of Industry's response actually resulted in 'deny'. Therefore, the referendum of the citizens' movement decided to promote a privately-led referendum.

월성핵쓰레기장 반대 주민투표 울산운동본부는 성명을 발표했다. "산업부의 책임 회피를 규탄하고 공론 없는 가짜 공론화 중단하라"고 규탄했다. 아울러 "울산에서 민간주도 주민투표에 돌입한다"고 밝혔다.

A referendum against the Wolseong nuclear waste site Ulsan Movement Headquarters issued a statement. "Condemn the Ministry of Industry for avoiding responsibility, and stop the false publicity without public opinion," he condemned. In addition, he said, "In Ulsan, private-led  referendum will be promoted."

주민투표는 항의적으로도 이루어질 수 있다. 이를 항의적 주민투표라고 한다. 즉 이 투표는 지방의회에서 의결한 사항에 대한 것이다. 지방의회 의결 사항의 효력 여부를 결정하는 투표이다.
