김포시는 창업사업계획승인으로 설립된 공장의 사후관리를 위해 현장조사를 실시하고 있다. 창업사업계획승인으로 공장이 설립된 경우 개발부담금 면제, 취득세 감면 등 세제혜택이 주어진다. 그러나 부담금을 면제받은 창업자가 이러한 제도를 악용해 부동산 투기 등의 사례가 발생하고 있기 때문이다.

사업계획의 승인을 받은 자가 농지의 전용허가와 관련한 명령을 불이행하는 경우, 그에 대해 사업계획에 대한 승인의 효력은 유지하면서 의제된 농지의 전용허가만을 철회할 수 있다.
