정부는 2018년 특수고용 노동자와 예술인까지 고용보험에 가입할 수 있게 한 고용보험법 개정안을 발의했다. 하지만, 국회 환경노동위원회에 계류돼 있다. 신종 코로나바이러스 감염증 확산으로 고용보험 사각지대에 놓인 특수고용직·프리랜서·예술가들의 생계 문제가 대두됐다.
In 2018, the government proposed an amendment to the Employment Insurance Act, which allows even special employment workers and artists to purchase employment insurance. However, it remains on the National Assembly's Environment and Labor Committee. With the spread of new infections with coronavirus, the livelihoods of special workers, freelancers and artists placed in the blind spot of employment insurance have emerged.
국회에 잠자고 있는 고용보험법 개정안을 신속하게 처리해야 한다는 여론이 높아졌다. 20대 국회가 종료하는 5월이 지나면 해당 법안은 자동 폐기된다. 노동부는 법안 폐기 전 심폐소생에 나선다는 방침이다.
Opinions have risen to promptly address the proposed amendment to the law on sleeping in the National Assembly. After May, when the 20th National Assembly is over, the bill is automatically scrapped.
