[정책] 이낙연 "1가구1주택자 대상 종합부동산세는 개선여지 있어"

더불어민주당 이낙연 상임 공동선거대책위원장이 종합부동산세 관련 제도의 개선이 필요하다고 봤다.
The Democratic Party chairman Lee Nak-yeon, chairman of the Joint Election Measures, said that the general real estate tax-related system needs to be improved.
이 위원장은 "1가구1주택자나 실소유자, 뾰족한 소득이 없는 국민에게 종합부동산세가 큰 고통을 줄 수 있다는 말을 종로에서 종종 듣는다"며 "그런 하소연에 일리가 있다"고 말했다.
Chairman Lee said, "I often hear in Jongno that the general real estate tax can cause great pain to the person of 1 family 1 house, a real owner, and a people without a particular income."
그는 "1가구1주택 실수요자를 위한 대출규제도 부동산시장에서 면밀히 고려할 필요가 있다"고 덧붙였다.
He added, "The loan regulation system for real households in 1 household needs to be closely considered in the real estate market."
헌법 제119조 제2항은 국가에 대하여 경제에 관한 규제와 조정을 할 수 있도록 규정하고 있다. 이 헌법 제119조 제2항은 보유세 부과 그 자체를 금지하는 취지로 보이지 아니한다. 그러므로 주택 등에 보유세인 종합부동산세를 부과하는 그 자체를 헌법 제119조에 위반된다고 보기 어렵다.
Article 119 (2) of the Constitution stipulates that countries can regulate and adjust the economy. Article 119 (2) of this Constitution does not appear to prohibit the imposition of the retention tax itself.
