[행정] 행안부, 코로나19 발생 이후 ‘비대면 전자증명서 발급’ 28.6% 증가

코로나19 확산으로 비대면 민원서류 발급건수가 급증했다. 행정안전부는 코로나19가 발생한 2월 이후 민원실 방문 없이 시스템을 통한 비대면 민원서류 발급이 대폭 늘어났다고 밝혔다. 지난 2월부터 3월까지 정부24(www.gov.kr), 무인민원발급기, 전자증명서를 이용해 발급받은 민원서류 건수는 3363만1,641건으로 전년 동기(2616만2,279건) 대비 28.6% 증가했다.

법원 등기도 영향을 받을 것이 예상된다. 전자신청을 원하는 당사자 또는 자격자 대리인(변호사 또는 법무사)은 원칙적으로 공인인증서를 발급 받아야 한다. 단, 각종 표시변경(경정)등기사건을 자격자에게 위임하고 그 자격자는 당해사건의 위임장을 스캔으로 처리하여 신청할 수 있다. 이 경우에는 당사자의 공인인증서가 없이 자격자의 공인인증서만으로도 등기신청이 가능하다.
